भारत और इंडोनेशिया के बीच हाल में हुई वार्ता के परिणाम

हाल ही में भारतीय प्रधानमन्त्री द्वारा इंडोनेशिया की यात्रा की गई. दोनों पक्षों ने द्विपक्षीय सम्बन्धों को व्यापक सामरिक साझेदारी के स्तर तक बढ़ावा देने के लिए सहमति व्यक्त की है.
मुक्त खुले, पारदर्शी, नियम-आधारित (UNCLOS – United Nations Convention on the Law of the Sea के अनुरूप), शांतिपूर्ण, समृद्ध एवं समावेशी हिन्द-प्रशांत क्षेत्र की आवश्यकता के महत्त्व पर बल दिया गया.
इस क्षेत्र में उपलब्ध अवसरों का उपयोग करने के लिए हिन्द-प्रशांत क्षेत्र में समुद्री सहयोग पर एक साझा दृष्टिकोण को घोषित किया गया और निम्नलिखित विषयों पर सहमति व्यक्त की गई है –
व्यापार एवं निवेश सहयोग में वृद्धि करना
आपदा जोखिम प्रबंधन सम्बन्धी सहयोग को बढ़ावा देना
पर्यटन तथा सांस्कृतिक आदान-प्रदान को बढ़ावा देना

भारत-इंडोनेशिया संबंधों का महत्त्व
संचार हेतु समुद्री मार्गों का संरक्षण
दक्षिण-पूर्व हिन्द महासागर समुद्री डाकुओं की गतिविधियों, मानव तस्करी, हथियारों, ड्रग्स एवं धन की तस्करी, अवैध, असूचित और अनियमित मत्स्यन और आतंकवादियों की घुसपैठ आदि का एक बड़ा अड्डा बन गया है. इसलिए हिन्द और प्रशांत महासागर के बीच इंडोनेशिया की सामरिक अवस्थिति, प्रमुख समुद्री मार्गों के संरक्षण के लिए अति महत्त्वपूर्ण है.

सामरिक महत्त्व

हाल ही में, इंडोनेशिया ने भारतीय निवेश के लिए मल्लका जलसंधि के समीप स्थित सामरिक द्वीप सबांग तक पहुँच प्रदान करने हेतु सहमति प्रदान की है. यह भारत को हिन्द महासागर क्षेत्र में प्रमुख सुरक्षा प्रदाता बनने में सहायता करेगा.

चीन को प्रतिसंतुलित करना

इस क्षेत्र में चीन की बढ़ती आक्रमकता को प्रतिसंतुलित करने हेतु क्षेत्र के विभिन्न देशों के मध्य व्यापक सहयोग की आवश्यकता है.

भारत की एक्ट ईस्ट पॉलिसी

दक्षिण-पूर्व एशिया में जनसंख्या के साथ-साथ आर्थिक रूप से सबसे बड़ा देश होने के कारण, भारत के लिए इंडोनेशिया का समर्थन एक्ट ईस्ट पॉलिसी को सुदृढ़ता प्रदान करेगा. इसके अतिरिक्त, भारत का “सागर” (Security and Growth for All in the Region) विज़न भी इंडोनेशिया के “Global Maritime Fulcrum” के अनुरूप है.

भारत और ईरान संबंधों का महत्त्व
ऊर्जा सुरक्षा
ईरान, भारत के लिए कच्चे तेल का दूसरा सबसे बड़ा आपूर्तिकर्ता देश बन चुका है. ईरान के पास प्राकृतिक गैस का विश्व का दूसरा बड़ा भंडार भी है जिसका भारत द्वारा ऊर्जा सुरक्षा के लिए लाभ उठाया जा सकता है.

कनेक्टिविटी
चाबहार बंदरगाह भारत द्वारा पाकिस्तान को रणनीतिक रूप से बाईपास करने में सहायता कर सकता है और यह स्थलरुद्ध अफगानिस्तान और मध्य एशियाई देशों तक पहुँच प्रदान कर सकता है. भारत इसे पाकिस्तान में चीन द्वारा विकसित ग्वादर बंदरगाह के लिए रणनीतिक प्रतिक्रिया के रूप में देखता है और यह चीन के बेल्ट एंड रोड इनिशिएटिव का विकल्प प्रदान करता है.

भारत, वर्तमान में 560 मील लम्बी रेलवे लाइन का निर्माण कर रहा है. यह ईरान के बंदरगाह को दक्षिण अफगानिस्तान में हाजीगाक से जोड़ती है जोकि जनरांज-डेलाराम राजमार्ग के समीप स्थित है.

इंटरनेशनल नार्थ साउथ ट्रांसपोर्ट कॉरिडोर (INSTC) के माध्यम से मध्य एशिया और यूरोप से कनेक्टिविटी प्रदान करने के लिए ईरान एक महत्त्वपूर्ण कड़ी है.

व्यापार और निवेश

भारत, चाबहार मुक्त व्यापार क्षेत्र (FTZ) में उर्वरक, पेट्रोकेमिकल्स और धातु विज्ञान (metallurgy) जैसे क्षेत्रों में संयंत्र स्थापित करेगा. यह ईरान को वित्तीय संसाधनों और रोजगार के अवसर प्रदान करते हुए भारत की ऊर्जा सुरक्षा में वृद्धि करेगा.
फरजाद बी गैस क्षेत्र का उपयोग करने पर चर्चा चल रही है.
भारत, ईरान-पाकिस्तान-इंडिया (IPI) गैस पाइपलाइन परियोजना को मूर्त रूप देने का सक्रिय रूप से प्रयास कर रहा है.
भारत के कृषि उत्पादों, सॉफ्टवेयर सेवाओं, ऑटोमोबाइल, पेट्रोकेमिकल उत्पादों के लिए ईरान एक बड़ा बाजार है और इनके व्यापार कि मात्रा में तीव्र वृद्धि हो सकती है. यह महत्त्वपूर्ण है कि तेहरान लगातार गैर-डॉलर मुद्रा में तेल के निर्यात सहित नई दिल्ली को बहुत-सी अनुकूल शर्तों की पेशकश करता रहा है.
भू-राजनीतिक
ईरान समग्र पश्चिम एशियाई क्षेत्र में स्थिरता सुनिश्चित करने के लिए एक प्रमुख देश है तथा विशेषकर भारत के सम्बन्ध में, शिया-सुन्नी संघर्ष और अरब-इजरायल संघर्ष के मध्य संतुलन बनाये रखने के लिए महत्त्वपूर्ण है.

हिन्द महासागर क्षेत्र में जहाँ ईरान एक प्रमुख हितधारक है, समुद्री डकैती का सामना करने के लिए समुद्री संचार मार्ग (SLoC) को सुरक्षित करने हेतु भारत एक प्रमुख सुरक्षा प्रदाता बनने की महत्त्वकांक्षा रखता है. हिन्द महासागर में चीन के स्ट्रिंग ऑफ़ पर्ल्स का सामना करने में भी इरान एक महत्त्वपूर्ण सहयोगी है.

आतंकवाद

अल-कायदा, ISIS, तालिबान जैसे अन्य वैश्विक आतंकवादी समूहों का सामना करने में ईरान एक महत्त्वपूर्ण सहयोगी है. इसके साथ ही साइबर आतंकवाद का सामना करना भी अत्यंत महत्त्वपूर्ण है, जिसमें दोनों देश एक-दूसरे का सहयोग कर सकते हैं. इसके अलावा ईरान अन्य संगठित अपराधों जैसे कि नशीली दवाओं की तस्करी, हथियारों के अवैध व्यापार आदि से निपटने में एक प्रमुख निभा सकता है.
